Chief Legal Officer

With over 25 years of legal and operational experience, Mr. Frey joined the organization in 2014 as General Counsel and has been entrusted with positions of increasing responsibility. He ensures the ongoing financial success of the organization and the highest quality patient and customer experience. Mr. Frey also oversees the company’s legal department and is a trusted advisor to the executive leadership team on legal, compliance, and regulatory matters.

He has a proven record of success in previously held leadership positions as Vice President and General Counsel at Correctional Healthcare Companies, and as Senior Public Service Administrator and Legal Counsel with the Illinois Department of Corrections. Mr. Frey also previously served as an Assistant Attorney General and engaged in private practice in Illinois. Shelton holds a B.S and J.D. from Southern Illinois University and is licensed to practice law in the State of Illinois.
